Tender Identification & Qualification
- Monitor incoming RFIs/RFPs and pre-qualify opportunities against company capabilities.
- Analyze client requirements, contract conditions and project scope.
Technical & Commercial Proposal Development
- Lead the preparation of the Technical Proposal: gather drawings, specs, method statements and QA/QC plans.
- Compile and review the Bill of Quantities (BOQ), perform take-offs and unit-rate build-ups.
- Developing detailed cost estimates (materials, labor, plant, subcontracts, OHPs) and price breakdowns.
Cross-Functional Coordination
- Work closely with Engineering, Procurement, Construction and Legal teams to ensure compliance and accuracy.
- Coordinate internal reviews (technical, commercial, risk) and incorporate feedback on time.
Schedule & Document Control
- Maintain a bid master schedule with milestones (Q&A, internal reviews, client submissions).
- Manage version control of all proposal documentation and maintain a central bid library/templates.
Risk Assessment & Mitigation
- Identify key commercial and execution risks (site conditions, subcontractor reliability, permitting).
- Propose mitigation measures and include contingency allowances in the price.
Client Interaction & Clarifications
- Prepare and submit clarification queries to the client.
- Participate in pre-bid meetings and bid‐submission presentations, either in person or online.
Post-Submission Follow-Up
- Track bid status, support technical/commercial negotiations and issue revised proposals if needed.
- Conduct “lessons-learned” reviews after award or rejection to improve future bids.
Continuous Improvement
- Update and refine cost databases, proposal templates and standard methodologies.
Keep abreast of market rates, new technologies and best practices to maintain competitiveness.
