Under the supervision of the HSES Manager, responsible for managing all interactions between the Project and the community as well as key local stakeholders during the development and construction phases of the Project.

Duties and Responsibilities:

  • Serve as the community interface during the resettlement planning and implementation, supported by the wider HESES team; implements and coordinate with the EPC local workforce recruitment processes in the construction phase. Collaborates with the construction Contractor, local partners, and community leadership to identify appropriately skilled workers and conducts a fair and transparent local recruitment processes
  • Work closely with the CEO, the Construction team, the Owner's Engineer, and the EPC Contractor, to ensure that the Power Plant is developed and constructed with adequate consideration for both onsite and offsite social matters.
  • Ensure that the Project activities at all times have adequate focus on the social aspect i.e., communities, and community questions are answered efficiently i.e., with clarity and honesty. Concerns are addressed transparently and as per the lenders' expectations.
  • Compliant with the laws and regulations of the Republic of Uzbekistan
  • Develop, manage, and administer the community grievance mechanisms. Work with the community and the Contractor to address any grievances.
  • Oversee all social matters related to the Project (accommodation, cultural, influx management, and community liaison) as outlined in the Employer Construction Environmental and Social Management Plan
  • Regular communication with all local communities affected by the Project and key local stakeholders.
  • Support the HSES Manager in establishing social elements of the Employer's Environmental and Social Management System (ESMS)
  • Lead implementation of the Project Stakeholder Engagement Plan (SEP); responsible for implementing its contents.
  • Pro-active engagement with the community and stakeholders as guided by the SEP
  • Lead the development of community engagement programs that support the Project's activities, and work closely with other neighboring partners and local stakeholders to align approaches where needed
  • Act as Company representative alongside the resettlement consultant to support the implementation of resettlement and livelihood programs and grievance mechanisms under the guidance of the HSES Manager and specialist advisors
  • Oversee Compensation and livelihood restoration engagement activities in line with the resettlement documentation under the direction of the HSES Manager and specialists’ advisors
  • Conduct regular reporting of any community concerns during all phases of the Project and grievance and labor statistics
  • Oversee regular communication and interaction with project-affected households (PAHs) and regular reporting of grievances
  • Provide support on, and input into, audits and visits undertaken by Sponsors or other Project stakeholders (including Lenders' independent advisors)
  • Provide inputs into the Owner Environment and Social Management System (ESMS)
  • Work with the EPC Contractor to understand resourcing requirements for the Project. Maintain a recruitment register and a database of suitable candidates consisting of qualified local community members. When requested, deliver induction training on community aspects to new starters
  • Identify ongoing training needs and, when requested, deliver regular toolbox talks to construction workers on community-related issues that may arise during the construction phase.
  • Implement requirements of the Social Management plans including community health and safety plan
  • Facilitate liaison with third parties and the community related to the discovery of unidentified cultural heritage
  • Attend regular on-site construction meetings with the EPC Contractor, the Sponsor developers, and the Owner's Engineer to discuss the social issues of the project
  • Familiar with the requirements of AIIB, E&S policies
  • Strong communication skills
  • Process-focused and outcome orientated; adopt collaborative approach

Requirements:

• Over five years experience in a similar role as a Social Manager or Community Liaison Officer

  • Experience in performing stakeholder consultation and managing community interactions
  • Knowledge of the labor laws of Uzbekistan
  • Understanding of international performance standards (IFC, Equator Principles, World Bank Guidelines)
  • Tertiary level qualifications in a social, environmental, or engineering subject
  • Prior experience in preparation/implementation of resettlement action plans; and past exposure to infrastructure or energy projects
  • Demonstrated understanding of social issues associated with the construction of large infrastructure projects
  • Familiar with the requirements of AIIB, E&S policies
  • Strong communication skills
  • Process-focused and outcome orientated; adopt collaborative approach

  • Fluency in English and Uzbek languages. Fluency in Russian is considered an advantage.
