The Chief Accountant is responsible for ensuring the accurate and timely preparation of statutory financial statements, compliance with Uzbekistan accounting standards, tax regulations, and all regulatory reporting requirements. The role demands expertise in using 1C software for real-time financial record encapsulation, monthly and quarterly reporting to Syrdarya taxation authorities, and other relevant regulatory bodies.

Key Responsibilities:

1. Financial Accounting & Reporting:
   • Oversee and ensure timely preparation and maintenance of financial records in compliance with Uzbekistan Accounting Standards (NAS).
   • Generate and present monthly, quarterly, and annual financial reports to management and regulatory bodies, including Tax authorities in Syrdarya.
   • Manage real-time financial transactions through 1C accounting software, ensuring data accuracy and up-to-date information for decision-making.
2. Tax Compliance:
   • Handle all taxation matters including VAT, income tax, social security, and other statutory levies, ensuring full compliance with local tax laws.
   • Prepare and submit monthly and quarterly tax returns in accordance with Uzbekistan tax requirements.
   • Liaise with tax authorities (local, regional, and national) for audits, queries, and compliance-related issues.
3. Regulatory Compliance:
   • Ensure compliance with all regulatory requirements regarding financial disclosures, corporate governance, and other financial reporting mandates specific to Syrdarya and Uzbekistan.
   • Coordinate with relevant government bodies for any updates in the tax and accounting laws that impact the company's financial practices.
4. 1C Software Expertise:
   • Manage the 1C software system for accounting and financial reporting, ensuring smooth data integration, timely updates, and troubleshooting any technical issues that arise.
   • Provide real-time financial reports using 1C for internal and external stakeholders as required.
   • Collaborate with IT or software vendors to ensure optimal functioning of 1C software and integration with other business systems.
5. Audit and Financial Controls:
   • Coordinate with internal and external auditors to ensure statutory audits are completed smoothly and on time.
   • Implement and maintain financial controls, processes, and risk management procedures to protect the integrity of the company’s financial records.
6. Budgeting and Forecasting:
   • Assist the CFO in preparing budgets, forecasts, and cash flow analysis, providing insight into financial performance and helping to guide financial decisions.
   • Monitor budget adherence and variances, providing analysis and reports on performance vs. budget.
7. Team Leadership:
   • Lead and manage the accounting team, providing coaching, guidance, and ensuring development of the team’s skills.
   • Delegate accounting tasks and ensure workload is balanced, while maintaining team accountability for deadlines and accuracy.
8. Liaison with Stakeholders:
   • Liaise with banks, financial institutions, auditors, tax consultants, and other external stakeholders regarding financial matters, taxation, and reporting.
9. Reporting to Regulatory Authorities:
   • Submit reports to Syrdarya tax authorities, and other regulatory bodies, ensuring compliance with local legislation.
   • Ensure all necessary documentation, contracts, and financial records are properly archived for audit and regulatory review.

Qualifications and Skills:

• Education: Bachelor’s Degree in Accounting, Finance, or related field. Certification in Accounting/Taxation is a plus.
• Experience: Minimum of 5 years of experience in accounting, with at least 2-3 years in a supervisory or leadership role.
• Technical Expertise:
  • Proficient in Uzbekistan Accounting Standards, tax laws, and regulatory compliance.
  • Advanced user of 1C accounting software and other financial management systems.
• Skills:
  • Strong analytical and problem-solving skills.
  • Excellent attention to detail and organizational abilities.
  • Strong leadership and communication skills for effective team management.
  • Ability to work under tight deadlines and manage multiple priorities.
  • Proficiency in both Uzbek and Russian languages (English is an advantage).
